In 1973, a ferry from Zhongzhou, Qijin to Kaohsiung was overturned and sunk in the early morning due to  the overload and mechanical failure, causing 25 women in the Kaohsiung Processing Export Zone to die. Because of the custom of the year, 25 unmarried victims were buried together in Qijin, known as the "Twenty-five Ladies Cemetery". Because the cemetery was originally only named after the girls was unmarried and drowned, not mentioning their occupational identities and the fact that they were the victims of occupational disasters due to the lack of attention to commuting safety. And there were false rumors among folks, gradually distorting the memorial connotation and the truth. In 2008, the Kaohsiung City Government renovated and beautified the current site at the Qijin 3rd Road and officially changed its name to "Working Women Memorial Park", positioning these 25 young women as “Work Injury Girl heroes striving for Taiwan’s economic construction in the 1960s”, hoping that the public will pay attention to the issues of gender equality and labor safety. The National Cultural Council also marked this as one of Taiwan ’s female cultural landmarks in 2006 to commemorate the  contributions of Taiwanese women workers to Taiwan ’s economic development.
