原日本海軍鳳山無線電信所位於今日高雄市鳳山區,為日本三大無線電信所之一,大正6年(1917)動工,大正8年(1919)5月完工啟用。昭和16年(1941)太平洋戰爭爆發,高雄通信隊主要負責日本帝國西南方面的通信聯繫。同時配合日軍南方作戰,對敵方進行電信干擾的戰術,以及監視遠東地區英美航艦和航空機之動態。戰後,鳳山無線電信所由中華民國海軍接收,並被轉變成為海軍招待所。民國38年(1949)2月25日海軍爆發重慶艦叛逃投共事件,後來相關官兵就被送到海軍招待所拘禁、審訊,再轉送相關單位處理,往後十年間,招待所實際上是偵訊、拘禁海軍總部臺灣工作隊所逮捕的軍中政治犯及思想犯之場所。民國51年(1962)海軍招待所被改為海軍訓導中心,民國65年(1976)7月再被改為海軍明德訓練班,都是負責管束軍中頑劣份子的地方。
The former Imperial Japanese Navy’s Fongshan Radio Station, located in the Fongshan District of Kaohsiung City, One of the three radio station of Japan, and built in 1917 to May 1919. When the second Sino-Japanese war broke out in 1941, the Kaohsiung Communication Unit was charged with maintaining the Empire’s south-west Pacific communication, tactical radio jamming, and monitoring American and British movements on the sea and in the air. After the war, the ROC Navy took over the Fongshan Radio Station and converted it into a Navy boarding house. In Feb. 25th 1949, the navy warship, Chongcing, defected. The officers and sailors involved were detained and interrogated at the Navy boarding house before they were transferred to other units. In 1962, the boarding house was used by the Navy as an interrogation facility for servicemen accused of political actions. In 1976 this place became the Navy’s Mingde Disciplinary Camp, where the persistently disobedient servicemen were imprisoned.
